In large sauce pan bring water and margarine to a boil.  Remove from heat and add flour all at once and mix till blended.  Add eggs one at a time mixing till blended before adding another egg.  Pour into 13 x9 greased baking pan.  Bake in 400 degree oven for 28-30 minutes or until golden brown on top.  Cool on wire rack. 



Meanwhile in a large bowl cream cream cheese till smooth.  Add 1/2 of milk and both packages of instant pudding.  Once pudding starts to thicken add the rest of the milk and continue mixing till pudding is thick.  Pour over cooled crust.  Spread thawed  whipped topping on top.   Refrigerate for 20 minutes.  Yields 15 servings.
