Raisin-Upside Down Cake

1-1/3 cup sugar
2 cup flour
4 tsp baking powder
1/2 tsp salt
1/2 cup vegetable oil
1 cup raisins
2/3 cup milk
2 eggs
1 cup brown sugar
2 cup boiling water
Mix first four ingredients in a large bowl.
Then stir in oil, raisins, milk and eggs.
Pour in a greased 9x13 pan.
Bring water to a boil, stir in brown sugar, stir well.
Pour over cake batter.
Bake in a 350 degree oven for 30-35 minutes.
